I believe America's enemies are not going to wait until America's new president rebuilds what Obama has torn down and would strike before Trump takes power. If Hillary is elected, they will express relief and strike when they are ready which is not long down the road.
Just like Japan at Pearl Harbor, it will be a surprise attack but this time directed on the mainland from every direction, and with overwhelming force in the first hours.

North Korea preparing 5th nuclear test
North Korea is schedule driven, like they are up to something that is very bad for America, something that will hit us by surprise as our leaders twiddle their thumbs and talk stupid stuff like sanctions that have never worked.
There is really not much Obama can do about it except wring his hands, even though N.K's nuclear weapons are aimed at the U.S.
